Zhengzhou Streamlines Urban Detailed Planning to Accelerate Projects for Foreign Founders
Zhengzhou's new pilot measures simplify detailed planning adjustments for urban renewal, industrial upgrades, and public projects, reducing approval time and enhancing flexibility for businesses.
Zhengzhou Introduces Flexible Planning Rules to Speed Up Business Projects
Foreign founders establishing or expanding operations in Zhengzhou should note a significant regulatory shift: the city has issued the “Zhengzhou Municipality Measures for Optimizing the Implementation and Management of Urban Detailed Planning (Trial)” (the Measures), effective from late September 2026. The Measures aim to make detailed planning more adaptable, improve the business environment, support industrial development and urban renewal, and safeguard public welfare projects. As a foreign entrepreneur, understanding these changes can help you navigate land use and construction approvals more efficiently.
Background: Why the Change?
According to the official policy interpretation, rapid market development has exposed shortcomings in some of Zhengzhou’s detailed plans—many were prepared years ago and lack sufficient flexibility. Moreover, the traditional planning adjustment process is long and cumbersome, which does not match the fast-paced needs of urban renewal and industrial upgrading projects. To implement the national pilot for market-based allocation of production factors (approved by the State Council in Guohan [2025] No. 86), Zhengzhou is shifting detailed planning from a “static blueprint” to “dynamic governance.” The Measures classify different situations for tailored control, simplify procedures for compliant cases, and maintain the rigidity of upper-level plans. This is expected to support the efficient landing of industrial projects, urban renewal, and public welfare projects.
The Measures are based on several national and provincial documents, including the State Council approval, the Zhengzhou pilot work plan (Yuzheng [2025] No. 28), the “Guidelines for Revitalizing and Optimizing Urban Stock Space” (TD/T 1111-2025), and a provincial notice on supporting urban renewal through the entire planning and land-use chain (Yu Ziran Zi Gui [2026] No. 4).
Scope and Approval Responsibilities
The Measures apply to detailed planning and linear facility detailed planning within the urban development boundary of Zhengzhou’s main urban area (the five inner districts and development zones). Other counties (cities), Shangjie District, and the Airport Economy Zone may refer to these Measures. Responsibilities are clearly divided: the Municipal Natural Resources and Planning Bureau handles matters in the five inner districts, while each development zone’s planning sub-bureau handles matters within its zone. This clarity helps investors know which authority to approach.
Key Mechanism: Positive Optimization List
A central innovation is the “Zhengzhou Urban Detailed Planning Positive Optimization List (Trial)”, which will be used after approval by the municipal government. For situations included in the list, developers and project proponents no longer need to undergo the full detailed planning adjustment procedure. Instead, they can rely on the “original detailed planning + positive optimization list + plot plan (or linear facility optimization drawing)” as the basis for obtaining planning conditions and completing related procedures. The Measures specify the entire process: application, demonstration, public announcement (no less than ten days), approval, and integration of results into the system. This streamlined path could significantly reduce delays for qualifying projects.
Three Categories of Planning Adjustments
The Measures introduce a differentiated approach with three main categories:
- Technical Corrections: These address minor errors, boundary fine-tuning, control line adjustments, local road or pipeline adjustments, and data corrections that do not alter the overall requirements of the detailed plan. Public announcement requirements vary depending on whether adjacent rights holders are affected. Results are directly incorporated into the national territorial spatial planning “One Map” supervision information system.
- Optimization Adjustments: These cover adjustments to general control content within a unit, various control lines, layout of commercial and public welfare land indicators, underground space, urban design, roads and pipelines, and rail transit-related changes. After application, demonstration, and a public announcement of at least ten days, approvals are granted by the municipal government for the five inner districts or by the development zone management committee for development zones. Results are also integrated into the “One Map” system.
- Plan Modifications: For major changes—such as adjustments to unit development goals and overall spatial structure, large-scale construction land adjustments, modifications to important control bottom lines, or implementation of national, provincial, or municipal major projects—the formal plan modification procedure applies. Public announcement for the necessity demonstration phase must be at least thirty days, and another public announcement of at least thirty days is required before the modification plan is submitted for approval.
Transparency and Efficiency
After approval, planning results must be made public within twenty working days. Optimization adjustment and modification plans are filed according to law. The Measures also encourage concentrated plan modifications based on urban physical examinations and planning implementation evaluations to improve management efficiency. Additionally, the Measures define professional terms such as linear facility detailed planning, detailed planning adjustments, plot plans, and linear facility optimization drawings to unify concepts and facilitate practical operations.
What This Means for Foreign Founders
If you are considering setting up a company in Zhengzhou or have an existing project involving land use, construction, or urban renewal, these Measures could reduce approval timelines for certain changes. The positive optimization list and technical corrections offer faster routes for minor adjustments, while larger changes still require public consultation. Understanding which category your project falls into can help you plan more effectively and engage with the appropriate authorities. As always, consulting local experts is advisable to navigate the specifics.
